=== Evidence of mass incarceration === The focus of the administration's National Drug Strategy (NDS) called for tough guaranteed punishment for drug dealers and a reduced response in penalties for users. The plan also laid out funding for treatment and education but ultimately believed that "none of these can be effective unless America restores the rule of law in its cities and holds drug users accountable for the damage they cause society."
